CommSecure launches m-commerce initiative with TeleTech and InterAcct
New process to provide instantaneous pre-paid top-up for mobile phones
SYDNEY, AUSTRALIA – December 9, 2003 – Australian consumers will have an easier way to top-up their pre-paid mobile phone accounts early next year when a consortium of technology companies launches a new m-commerce initiative.
Australian e-commerce specialist CommSecure, technology service provider InterAcct, and customer management solutions expert TeleTech, will use a GSM network channel to allow mobile phone owners to use their own handset to buy more airtime.
To top-up a pre-paid mobile phone account at present, consumers must go to a retail outlet and buy either a pre-paid card or voucher that gives them a number with which they call their carrier. Dealing with an interactive voice response (IVR), their mobile account is replenished after they key in a pin number and use a debit or credit card to pay for the extra calls.
The new system from CommSecure, TeleTech and InterAcct will allow mobile phone users to access a menu of special services on their phone, one of which is the new top-up of pre-paid accounts.
It is expected that this handset-based method for topping up prepaid mobile phones will be offered to carriers within Australia by the first quarter of 2004. Currently the Australian pre-paid mobile phone market is worth about $200 million a month.
Ray Loyzaga, Managing Director of CommSecure, says this new way of recharging pre-paid mobile phone accounts will save money, be more convenient and more secure.
“It will offer an additional service to phone users who won’t have to worry about access to a retail outlet to buy pre-paid calls since they’ll be able to top up their account anytime and anywhere,” Loyzaga says.
“They will only have to press four keys to make it all happen, rather than use an unwieldy credit card number. And since no credit card details or bank account details will move across the network it will help prevent fraud and reduce invalid use of credit cards to pay for calls.”
InterAcct is a technology services provider specialising in mobile data services using the SMS and USSD service technologies, and the integration of content management systems into mobile network infrastructure. (USSD is a protocol defined globally as a standard for all GSM networks.)
InterAcct identified an opportunity to use the control channel that exists on all the GSM networks and USSD to provide a range of information and mobile transaction services.

TeleTech Vice-President of Client Data, Michael Lumsden, said the consortium is currently speaking with all the major carriers and is hopeful that within the next four months Australians will be using the new top-up service.
