Police Association president, Greg O'Connor, says Police knew they couldn't rely on added functionality from INCIS for the security-conscious APEC summit next month.
"They couldn't rely on [INCIS], so they've planned around it. It's been out of the equation for some time," says O'Connor.
He says INCIS will still be used, albeit in its truncated form.
O'Connor says INCIS has taken all the money earmarked by Police for technology development for the last couple of years, putting Police behind the times when it comes to surveillance devices and the like.
A spokeswoman for the APEC task force says problems with INCIS won't impact on the summit in any way.
