Three applications from two opposing telcos in one week may seem a bit over the top, but the purpose of Telecom’s second application is to “introduce symmetry” to the process, Commerce Commission network access manager Osmond Borthwick says.

“Telecom’s first application was in relation to its own network – it was about Telecom providing TelstraClear with access.”

TelstraClear’s application related both to its access to Telecom’s network and Telecom’s access to its network and also to wholesaling, he says, so Telecom’s second application, which regards its access to TelstraClear’s network, thus introduces symmetry to the two carriers’ requests.
