The Windows 98 upgrade offer is described by Microsoft as a "limited-time promotional price". A version upgrade from Windows 95 will cost $229.

Windows Millennium Edition, or Windows Me as Microsoft has dubbed it, is the final Microsoft consumer OS to be based on the Windows 95-98 code base. It is notable for the addition of Microsoft's Home Networking Wizard and digital media tools such as Windows Movie Maker, which follows the example of vendors such as Apple and Sony in giving home PC users tools to edit digital video.

System utilities added by Microsoft include System Restore, which lets users to roll back their PC software configuration to a date or time when it was working properly, and System File Protection, which prevents the accidental or unauthorised overwriting of critical system files. The AutoUpdate feature will download updates to Microsoft software without user intervention.
