CIO gets nine-and-a-half years jail

Former Otago District Health Board CIO Michael Swann sentenced

Former Otago District Health Board (ODHB) CIO Michael Swann has been sentenced to a nine-and-a-half-year jail term for defrauding his former employer of $16.9 million. Swann’s associate Kerry Harford was jailed for four years and three months.

In the Dunedin High Court Justice Stevens ordered Swann to serve a minimum non-parole period of four years and six months for the offences. The NZPA reports the judge saying, because the offending had been on such a grand scale, there was no established benchmark for sentencing.

Last month, health minister Tony Ryall sacked ODHB chairman Richard Thompson, saying he was holding him accountable for the fraud. Thompson responded saying he had inherited the problem and called in the Police.
