FRAMINGHAM (03/18/2004) - Arkansas Governor Mike Huckabee announced that Doug Elkins will replace Carolyn Walton as the state's CIO. Walton was hired to run the state's computer systems in 2002 after the Governor fired former state CIO Randy Bradford, who told the public about inadequacies in the state's payroll system. Most recently, Elkins served as Arkansas' director of information systems, one notch down from the job he is taking.
