Defence Force looks to SaaS for procurement

The New Zealand Defence Force is looking to software as a service to deliver a new procurement system, seeking greater process automation and management of contracts and relationships.
However, SaaS could be an interim step, as the Defence Force indicates in a tender document that it intends to integrate the system into SAP "if this becomes a viable and cost effective alternative".
NZDF is looking for a system that supports collaboration among up to 200 geographically dispersed users for sourcing and tender management. It is also seeking evaluation tools and tools to manage contracts.
NZDF currently uses an SQL database to store contract and file information and existing data will need to be transferred to any proposed solution.
An NZDF-branded "vanilla" solution delivered as software-as-a-service is sought, requiring no interfacing with the Force's current ERP system.
"The solution can operate on a purely stand-alone basis (preferably web-hosted although behind the firewall solutions may be considered)," the tender says.
