The regulatory package includes several areas

- Unbundle Telecom’s network, to allow competitors to install equipment at both the exchange and the roadside cabinets
- Naked DSL – Customers won’t need to buy Telecom’s land line or voice services in order to be “allowed” to buy broadband
- Accounting separation – Telecom’s accounting procedures to change to reflect the true cost of wholesale services
- MED to monitor Telecom’s compliance with new regime with a view to ordering structural separation should Telecom prove unwilling
