Carriers reach agreement on unbundled 'naked DSL'

Next generation digital communications services, such as voice over internet protocol, creeped a bit closer today with agreement between telecommunications carriers on the terms for delivering unbundled services.
The Telecommunications Carriers' Forum says it has reached unanimous agreement on the provision of unbundled bitstream access (UBA), also known as "naked DSL".
UBA requires Telecom to provide certain broadband services to non-Telecom providers, for re-sale to their end customers, without those customers also having to buy normal phone services.
Telecom has also agreed to target delivery of basic commercial UBA for the end of September, three months ahead of the Commerce Commission's timetable, the Forum says.
"The parties have worked really hard, and achieved a very positive outcome within a tight timeframe," Forum chairman Malcolm Alexander says. "This is a major contribution toward the Government’s goal of faster and better broadband services."
