New Zealanders may get new second-level domains to follow geek.nz and maori.nz later this year, after InternetNZ released its draft 2LD policy yesterday.
A moratorium was placed on new 2LDs in September 2002 after debate about the process for submissions.
Debbie Monahan, the domain name commissioner, says she’s hopeful new submissions will be accepted in the second half of the year.
The draft policy should make the criteria for 2LDs easier to understand and streamline the submission process, Monahan says.
“Hopefully it’s a lot clearer what’s required.”
Public submissions on the draft are invited before April 5.
Broadly, the draft policy says new 2LDs should serve a defined community of interest. The community should be long-lived and not overlap with other domains. Any application that meets the criteria should normally be accepted.
“In the old policy there used to be different consultations at different steps,” says Monahan. “There were two public consultations and maybe more, and there was a public vote.
“If the criteria are met and nobody can show that they’re not met, then it should generally be allowed to proceed.”
Moderated 2LDs that are limited to a specific community, such as .ac.nz, should provide their moderation policy as part of their application, she says.
Successful submissions for unmoderated 2LDs will be opened for preregistration. If enough preregistrations are received, the 2LD will be formalised. Monahan says the review group would welcome feedback about the number of preregistrations that should be required.
The InternetNZ 2LD review group comprised Steven Heath, Andy Linton, Karaitiana Taiuru, Mark Harris, oversight committee representative Roger Hicks and Monahan, who chaired the meetings.

InternetNZ also released a draft zone transfer policy yesterday.
