Inland Revenue has announced a deal with TEAM Asparona, a partnership between TEAM Informatics and DeloitteAsparona to provide what it says will be the first stage of a new multi-million dollar information knowledge management system.
Deputy Commissioner Transformation, Greg James, said the new system would cost up to $25 million over 10 years including all required software, hardware and services. However he did not specify the value or extent of the ‘first stage’ contact awarded to TEAM Asparona.
James said the new system would be an important component of Inland Revenue’s transformation programme “about being focussed on the customer and being smarter in the way we use information.”
He added: “We’re confident that TEAM Asparona will design a solution that meets our objectives and has the flow on effect of simplifying tax for customers.”
According to Inland Revenue the new system will significantly improve the quality, accuracy and consistency of information, and automated workflows will save effort and reduce the time taken to respond to customers.
Inland Revenue issued an RFP for the system in February 2016 and revealed in its November 2016 Transformation Update that it had selected TEAM Asparona (which it described as a 50 percent subsidiary of Deloitte) as its supplier.
“TEAM Asparona offered the most cost effective and fit for purpose solution,” the brief said.“TEAM Asparona are on the all-of government (AoG) panel for Enterprise Content Management (ECM)-as-a-Service, and gave Inland Revenue an option to contract outside the ECM panel,” it explained.
Inland Revenue said in November that it was still negotiating the outcome, but added: “during contract negotiations agreement was reached that Inland Revenue volumes would contribute to overall government volumes for pricing purposes. This means that other agencies already using this solution will benefit from price reductions resulting from Inland Revenue’s higher volumes, as will any agency that chooses to use this solution in the future.”
DeloitteAsparona was formerly New Zealand IT technology and services company, Asparona, which is now part of Deloitte New Zealand. TEAM Informatics describes itself as “a global enterprise solutions and cutting edge technology company.” It is headquartered in the US and has offices in Auckland, Sydney and Zagreb (Croatia).
Inland Revenue seeks knowledge management lead
Inland Revenue advertised in December for someone to lead its “Knowledge Led Strategy” and “play an important role in developing and driving the workstreams that take IR on the journey to execute our knowledge-led vision.”
It was seeking someone with “a strong commercial understanding of information and knowledge management principles and an interest in building capability that enables an organisation to become truly built around the customer.”
